Hubert Reilly Harmon was born in 1892 and graduated from West Point in 1915 where he was a classmate of Dwight D. Eisenhower. After several different assignments, Harmon transferred to the Air Corps in 1920. Harold Elstner Talbott (b. 1888, Dayton, Ohio-d. 1957) was president Dayton Wright Airplane Company from 1916 to 1920 and served as an aviator in World War I. He was chairman of board of the North American Aviation Company in 1931 and 1932, then as director of aircraft production for the War Production Board in 1942 and 1943. Benjamin Wiley Chidlaw (1900-1977) was born in Cleves, Ohio. He received his commission in the Air Service from West Point in 1922. He advanced to the rank of brigadier general in November 1942 and to major general in April 1945.
